David P. Shallcross

David Shallcross is a public safety professional with more than 40 years of experience spanning fire service, law enforcement, investigations, homeland security, and consumer protection. Since joining the Pennsylvania Office of Attorney General in 2008, he has advanced from Community Liaison in the Elder Abuse Unit to Director of the Senior Protection Unit, leading extensive education and outreach efforts focused on elder abuse, financial exploitation, scams, and identity theft. An Honor Graduate of the Pennsylvania Deputy Sheriff’s Academy, he has also completed specialized training with the U.S. Marshals Service and FBI, serves on the U.S. Secret Service Cybercrimes Task Force, and is a certified Community Crime Prevention Instructor. Throughout his career, he has delivered more than 1,000 trainings and presentations to judges, law enforcement, policymakers, and community organizations across Pennsylvania. His contributions have been recognized with numerous honors, including multiple Pennsylvania Crime Prevention Officer of the Year awards and several distinguished public safety service awards.

Ken Werley is the Senior Resident Agent for the US Secret Service, Harrisburg, PA office. The Harrisburg office covers 15 counties within the Middle District of Pennsylvania and is a satellite office of the Unites States Secret Service Philadelphia Field office. The Secret Service is a dual mission agency responsible for the protection of the President and Vice President of viii the United States, as well as other protectees, while also conducting criminal investigations involving counterfeit US currency, identity theft, bank fraud, and access device fraud.Ken has been with the Secret Service for 30 years, spending eleven of those years in the Washington DC field office and Vice President’s detail, and the last 19 years in the Harrisburg, PA office. Ken is a seasoned professional with extensive experience implementing and executing Secret Service security plans and managing financial crime investigations.
